What the certification does

Moves you into a bid pool most contractors cannot enter. Creates mandatory set-asides. Gives you preferential pricing thresholds, sole-source ceilings, and mentor-protégé eligibility. The certification is worth, in real dollars, more than most operators realize.

What the certification does not do

Deliver the contract. Staff the project. Pass the past-performance review. Survive the audit. Run payroll at 3× scale. Keep the margin when volume spikes. The certification puts you in the room. It does not build the company that fulfills what was promised in the room.

Most certified operators we meet are losing contracts not because they cannot win them — but because the business cannot absorb the ones it wins. That is an infrastructure problem. Not a business-development problem.

PATH B PURSUING CERTIFICATION

You are pursuing certification. The infrastructure has to be ready when the certification lands.

Most operators run certification and infrastructure in sequence — get certified first, then figure out fulfillment. That costs you 18 months. We run them in parallel. By the time the certification is issued, the operating systems behind it are already installed and proven.

Women-Owned Small Business

Federal set-asides in industries where women are underrepresented. Sole-source awards up to $4.5M (services) and $7M (manufacturing).
OPERATING CONSTRAINT
51% ownership + control must be demonstrable in operating documents. Day-to-day operations must run without the non-qualifying partner as controller.
INFRASTRUCTURE PRIORITY
Decision-rights architecture. Documented authority structure. Operating cadence that proves control independence.
C.02 SDVOSB

Service-Disabled Veteran-Owned Small Business

UNLOCKS
VA set-asides (Vets First). Federal-wide SDVOSB competitive awards. Sole-source thresholds comparable to WOSB.
OPERATING CONSTRAINT
Service-disabled veteran must hold 51% and unconditional control. Past-performance review is heavy. One bad contract haunts three cycles.
INFRASTRUCTURE PRIORITY
Past-performance documentation system. Project closeout discipline. Subcontractor-compliance tracking. Nothing delivered without an audit trail.
C.03 8(a)

8(a) Business Development Program

UNLOCKS
Nine-year development pathway. Sole-source contracts up to $7M (services) and $10M (manufacturing). Mentor-protégé access to tier-1 primes.
OPERATING CONSTRAINT
Annual reviews, financial thresholds, size standards. The program is a nine-year ramp — the operating business has to be ready to graduate, not just qualify.
INFRASTRUCTURE PRIORITY
Institutional financials from day one. Monthly close. KPI dashboarding that reads as graduation-ready at year three, not year nine.
C.04 HUBZONE

Historically Underutilized Business Zone

UNLOCKS
Federal HUBZone set-asides. 10% price-evaluation preference in full and open competition. Sole-source eligibility under certain ceilings.
OPERATING CONSTRAINT
35% of employees must reside in a HUBZone. Principal office location in a HUBZone. Compliance is continuous — not a filing event.
INFRASTRUCTURE PRIORITY
Recruiting pipeline tied to HUBZone geographies. Payroll + residency tracking as a live system. Facility and workforce planning that does not quietly break compliance during growth.
C.05 DBE

Disadvantaged Business Enterprise

UNLOCKS
State DOT and transit authority contracts. Federally-funded transportation, infrastructure, and public-works participation goals.
OPERATING CONSTRAINT
State-by-state certification. UCP reciprocity is uneven. Past-performance, prompt-payment, and good-faith-effort documentation is scrutinized per project.
INFRASTRUCTURE PRIORITY
Multi-state compliance tracking. Project documentation that survives DOT audit. Prompt-payment discipline wired into the financial close — not patched after the fact.
